Starting Up A Business in Mandaluyong City

For new business, we list down the guidelines that the City of Mandaluyong requires:

 

1. Business owner should submit a complete filled-out and notarized Business Application Form together with the requirements to the Business Permits and Licensing Office of Mandaluyong City.

Requirements attached to the notarizes application form must include:

– Barangay Clearance (must be dated in current year)

– Zoning Clearance (except peddlers and business located inside the malls)

– DTI Registration

Business Name Registration Certification for Sole Proprietorship   or

Securities and Exchange Commission (SEC) Registration for Corporation or Partnership

– Lease Contract (if the business is rented), Copy of Lessor’s Mayor’s Permit, or TCT (if place is owned)

– Pictures of the Establishment printed on Photo Paper (front – showing left and right neighbors, and inside)

– Community Tax Certificate or CEDULA (must be dated in current year)

2. Applicants for food businesses and others that require Environmental Compliance Certificate (ECC) must have the application forms registered and stamped at the City Health Office.

 

3. All applications are required to register with the Engineering Department for stamping and possible re-evaluation of fees.

 

4. Applicants for businesses like amusements and gaming are required to submit a duly notarized Memorandum Of Agreement (MOA) approved by License Chief and the Task Form Anti-Vice.

 

5. The business application will be forwarded to the designated Licensing Officer who will check the accompanying requirements and will evaluate the corresponding local taxes based on the gross sales declared, regulatory fees and will add his signature as the assessor.

 

6. Right after, the application form will redirect to the examiner who reviews the assessment and verify the accompanying documents and affixes his signature if found in order.

 

7. Once done with the examiner, the application will be presented to the assistant chief of the Business Permit and Licensing Department (BPLD) for final review and approval.

 

8. Once approved, the application will proceed to the EDP Section for billing of the Tax Order of Payment or TOP.

 

9. After the Tax Order of Payment (TOP) encoding, the applicant will be required to secure a separate order of payment (this is for fire fee assessment) from the Fire Department, and pay separately the remaining net payable (indicated in the TOP) at the Treasurer’s Office.

 

10. The applicant must go back to the Business Permit and Licensing Office to present the paid TOP together with the original copies of official receipts of fire and business permit fee to Records Section to claim the digital copy of Mayor’s Permit.

 

11. Lastly, the applicant can already claim the license plate and sticker.

 

Before going to the city hall, make sure to complete all the requirements and prepare the payments to save time. Once you already secured the mayor’s permit, you are now ready to go to Bureau of Revenue (BIR) for the processing of Certificate of Registration (COR).
